NOTICE TO LANDLORDS REGARDING RENT INCREASES

Thank you for your continued participation in the Housing Authority of the County of Dauphin's (HADC) Housing Choice Voucher (HCV) Program. We value our partnership with you and appreciate the important role you play in providing safe, stable housing to families in our area.

Public Housing Agencies (PHAs) nationwide are currently experiencing significant funding shortfalls. Unfortunately, the HACD HCV Program has also begun to feel the impact of these constraints. The U.S. Department of Housing and Urban Development (HUD), which subsidizes the HCV program has advised all PHAs to implement cost-saving measures to ensure program expenditures remain within 2026 funding levels and, most importantly, to prevent the termination of housing assistance for participating families.

As a result, and effective September 1, 2026, HACD cannot approve any rent increase request above 5% of the current rental amount being paid, on an annual basis. This will remain in effect until further notice and will hopefully be reversed once funding levels return to reasonable amounts. This decision was difficult and was made to allow the Authority to continue serving the current number of families assisted through the HCV Program. Any alternative at this time could result termination of assistance to families that rely on this program for housing stability.

Our goal remains to operate an effective and efficient program while continuing to provide you with responsive and professional customer service. We respectfully ask for your continued cooperation and understanding as we navigate these challenging funding conditions.

If you have questions, please contact your Case Manager or call the office at 717-939-9301.

Thank you for your partnership and continued support.
